Supporting Means that Miyun County Promotes the Development of Hi-tech Enterprises
Article One  In order to attract and encourage hi-tech enterprises to develop in Miyun, to follow spirit of cooperating agreement that the County Government and Zhongguancun Science Park co-build the Miyun Hi-tech Industrial Base, we formulate the means according to the reality of Miyun County.
Article Two  The hi-tech enterprises in this means refer to register, invest and produce in Miyun County and are authorized by the special organization.
Article Three  The County Government will allocate RMB 30 million yuan per year from financial capital to support the steady and healthy development of hi-tech enterprises. The County Government has set up a special capital management team, responsible for declaring and checking the special capital with the office in Beijing Miyun Economic Development Area.
Article Four  The supporting capital is mainly used to encourage the scientific research, achievement incubating, transforming and industrializing, talent introducing, etc.
Article Five  Encourage hi-tech enterprises to produce in Miyun. After the enterprises complete the register and are authorized to be hi-tech enterprises, the County Government will reward the legal representative with a lump sum of RMB 20,000 yuan.
Article Six  Encourage hi-tech enterprises to apply for invention patent. After the invention patent is succeeded to apply and authorize, the County Government will reward enterprises with RMB 5,000 yuan for every patent. Furthermore, if the patent is transformed and put into practice in Miyun, the County Government will reward enterprises with RMB 50,000 yuan for every patent.
Article Seven  Encourage enterprises to build research institutes, such as laboratory, research center and technological center, etc. If the institutes are authorized to be nation-level, the County Government will give a lump-sum supporting capital of RMB 500,000 yuan to enterprises. If the institutes are authorized to be Beijing city-level, the County Government will give a lump-sum supporting capital of RMB 200,000 yuan to enterprises.
Article Eight  Encourage enterprises to apply for nation-level and key project. If the project is authorized to be a nation-level and important scientific project, and can promote the development of Miyun hi-tech industry, the County Government will reward the project manager with a lump sum of RMB 200,000 yuan.
Article Nine  Encourage enterprises to incubate and transform the hi-tech achievements. If the achievements can be industrialized in a short period, the County Government will give a support as risk investment. The amount can’t exceed RMB 1 million yuan and can’t be divided on share during 2 years. If the enterprises rent workshops, it will be given 3 years’ subsidy, 100% subsidy for the first year, 60% subsidy for the second year and 40% subsidy for the third year.
Article Ten  Encourage hi-tech achievements to be industrialized. If the enterprises rent workshops, the County Government will give a support by purchase of shares as the form of workshop rental in enterprises and the amount can’t be divided on share during 2 years. If the enterprises purchase the land use right, and the amount can’t be divided on share during 2 years.
Article Eleven  Encourage the existing enterprises to innovate and expand. The enterprise will be awarded a lump sum of RMB 100,000 yuan if the addition productive value reached above RMB 30 million yuan in that year and more than 50% increase compared to the same period last year. The enterprise will be awarded a lump sum of RMB 300,000 yuan if the addition productive value reached above RMB 50 million yuan in that year and more than 35% increase compared to the same period last year. The enterprise will be awarded a lump sum of RMB 500,000 yuan if the addition productive value reached above RMB 100 million yuan in that year and more than 20% increase compared to the same period last year.
Article Twelve  The County Government registered a capital of RMB 20 million yuan. It makes the capital of Beijing Bank&Enterprise Guarantor Co. Ltd in development area increase to RMB 50 million yuan, and improves the loan and guarantor ability of the corporation. The corporation provides the financial support for hi-tech enterprises without 1 year’s guarantor charge.
Article Thirteen  Encourage enterprises to be listed on the market. If enterprises are listed on the market of pioneering board, the County Government will reward the managing team of enterprises with a lump sum of RMB 200,000 yuan. If enterprises are listed on the market of main board, the County Government will reward the managing team of enterprises with a lump sum of RMB 500,000 yuan.
Article Fourteen  Encourage enterprises introduce senior managers and senior technological workers to work in Miyun. The County Government will give 50% capital support of the paid personal income tax. The annual subsidy can’t exceed RMB 50,000 yuan with the period of 2 years.
Article Fifteen  Actively coordinate and resolve the school problem of introduced talents’ children. If their children apply for studying at a school temporarily in Miyun, the County Government should arrange them without some study charge.
Article Sixteen  The means is implemented from the issuing time.
Article Seventeen  The means is explained by management committee of Beijing Miyun Economic Development Area.
