The 38th Document of Miyun County Government (2004)

Article One  In order to promote the economy of Miyun County to develop continually, steadily and healthily, to encourage the investors from other towns to come and invest in our county, we formulate the means according to the reality of economy.
Article Two  The enterprises getting financial support refers to introduce from other territories and registers in our county to produce. (Excluding the enterprises of property development and construction)
Article Three  Finance support is mainly according to three aspects the degree of financial contribution (excluding the special income), the function of promotion and employment
1st, Industrial Enterprise:
The industrial enterprise will be supported by 80% of the county level financial revenue which actual finish fixed investment capital above RMB 50 millions Yuan and the sales income above RMB 75millions Yuan. The industrial enterprise will be supported by 70% of the county level financial revenue which actual finish fixed investment capital between RMB20- 50 millions Yuan and the sales income above RMB 30millions Yuan. The industrial enterprise will be supported by 60% of the county level financial revenue which actual finish fixed investment capital between RMB5- 20 millions Yuan and the sales income above RMB 7.5millions Yuan.
2nd, Traveling and Trading Enterprise:
Scenic area enterprise actual finish fixed investment capital above RMB10 million Yuan; hotels enterprise actual finish fixed investment capital above RMB30 million Yuan; The commercial department actual finish fixed investment capital above RMB20 million Yuan who will be supported by 50% of the county level financial revenue.
3rd, Other Enterprises:
Enterprise will be supported by 50% of the county level financial revenue which introduced from other territories to produce forms the county level financial revenue above RMB 1 million Yuan.
4th, The enterprises (not fitting the requirements above) that employed workers above 300every year from Miyun County.
Article Four  The industrial enterprise will be supported for 5 years while other kinds of enterprises for 3 years from the date of going into production if the enterprises conform to one of the third stipulations.
The original introduced production management enterprise, the industrial enterprise enjoys the original policy not full 5 years, continues according to the new policy to support to the full 5 years up to; already the full 5 years and support for another year. Other enterprise enjoy the original policy not full 3 years, continues according to the new policy to support to the full 3 years up to; Already the full 3 year and support for another year.
Article Five  For strictly to inspect the introduced enterprise, the County Government had been established an inspection group which contained by the planning committee and related departments to inspect the enterprises enjoying financial support. The county finance bureau supports the fund according to the quarter to appropriate to the county industrial development area which will be responsible to pay the cash to the enterprises who has the certificate of inspection.
Article Six  Enterprise's support fund from the County finance should be used to expand reproduction, innovate the technology and research and develop the new product and so on in this county scope and can not use in the unproductive disbursement.
Article Seven  The county finance no longer gives the enterprises which have enjoyed the national related preferential policy of finance tax support.
Article Eight  County industrial development area will be supported 15% of the county level financial revenue according to the introduced enterprises to use in the movement of the inviting business.
Article Nine  The enterprises (fitting to the requirements) are introduced by the villages and towns which form the income bringing into the income management of villages and towns according to the financial system. The financial support of the introduced enterprises should be solved by the villages and towns financial resource referring to this means.
Article Ten  The means will make the corresponding adjustment when the policy of nation and Beijing is changed.
Article Eleven  The means is implemented from April 1, 2004.
Article Twelve  Miyun County Finance Bureau has the responsibility to explain the concrete questions while the means in execution.
